Nah I don't thinks this is too much, in fact the more cobs you have the better light spread you have, so yeah I'd advice you keeping the Cobs at 50/70W , any higher wattage would be overkill with the 9 cobs you're going to display.

Trust me 9*50W is really going to do magic already.

Well I can't tell you about mixing COBS because I would say there is enough blue in the 3000 / 3500 K already but this is only my dime.
