If you purchase and A/B driver you can increase the forward voltage slightly if required so the 20V driver will be fine if its an A/B

The dim pot may have also failed, disconnect it and tape up the wires so they can not short and check that too if no success

For veg 4000K and above works well in a cri90. It depends alot on how you want to grow. I wouldn't worry about using the thrive spectrum for veg alone personally. Blue=short tight internodes, red=longer internodes and taller plants. This is why CRI90 4000k works, the balance is about right for veg. ...

You can do it either way. A 240v PIR sensor will keep the driver turned off until it needs to be used and will end up using less electricity. You need to ensure that you do the wiring correctly and have electrical knowledge to do so.
