Thanks! Do you have any recommendations for making a single cob fixture?

I have an active heat sink that I would like to use for a single cob fixture for a small grow chamber. I don't want to run the COB higher than 65 watts. What COB and driver combo would I need for this? I don't understand how to determine what wattage I will be getting. I'd like to stay on the cheap ...
