2ft strips can handle 15 watts, better to buy more strips. Its really not worth using heatsinks considering the price of bridgelux strips. All the FR4 boards can handle 15 watts per 2ft. In looking at the Gen 3 80 CRI graph, the 4000k looks like a really full specrum. The range of blue is wider and deeper, though I realize that is less significant for flower stage. But the difference in the red range is minimal between 4k and 3k. It seems like only about a 5nm less of the red range....

Hey Falcon, don't feel bad, they are still good grow lights, and you'll find a use for them. And they were only $75. I bought some crappy Amazon blurple LED lights for about that price and they are shit compared to your Samsung full-spectrum.
