If you have a decent multimeter you can test the circuit and use the voltage adjustment knob to stop thermal runaway.

Then keep adding cobs and splitting current as funds allow.

They are for remotely turning on/off the driver from an external input. Normally a voltage.
Seal them up with a heatshrink tail or throw a connector on them if not in use.

I like them because its easier to load the driver to 100%. I always feel a CC driver has some wasted potential as you can never match the load to the max voltage output. 200/9=22.2 watts per square foot - I'm thinking you're a little short on light there to get the results you're after.

Your light would look nice with a quantum board smack bang in the middle of it too.

To dim a driver normally means a slight loss in efficiency as the load decreases. Meanwell HLG's are VERY efficient but do run most efficiently at full; or close to full load. I'm not entirely sure I understand your question re: current otherwise. 2800mA is outside the efficacy range of those Cree's...

Hey maaaaaate. Great to see another Kiwi on here DIYing. Strips might be the go for the vege/clone/mother areas but I would recommend COBs for your flowering area to get those HPS like frosty nugs.
