100W COB Active vs. Passive Heatsinks

So all these diy builds are going for the Optic 1 XL spotlight designs, with the large 180mm (or 150mm on the 54W builds).
These heatsinks are expensive af -- >$50 for the 180mm if you want to passively cool a 100W COB.
Has anyone used the active coolers? Plain ol' CPU + fans?
I'm thinking of using

and tapping and mounting the standard 2303 Ideal Holders, and possibily using the optics provided.
as for power, I'm thinking of using 709-HLG-480H-36 -- Constant Voltage driver as i want my rig to be :
-modular
-expandable up to 4x100W
I must know if the cheap, active aluminum coolers will prevent thermal runaway?
What is the risk of the a fan breaking and causing thermal runaway?
The active cooling/single driver provides savings of >$300 as compared to building a 4xOptic 1XL clones.
