Hi

I built an LED array for a friend a few months ago - built using 22 x LT-F562B (2' Samsung SI-B8U261560WW) and it was being driven with a Meanwell HLG-480H-24B. The area of the build was 1.5m x 0.8m.

He's reporting really small buds and a under performing grow after 5 weeks of "flowering".

Is the array underpowered and not performing because of that?

First thing is to check the light is working properly, if there is a dimmer connected then disconnect it as they often fail, also check the current draw with a multimeter.
Your light looks good and should have enough grunt, if there is no problem with the light them it maybe a problem with nutrients, nutrients is not my department.

I have almost the same setup in one of my grow room (1m x 1,3m) even fewer strips...
20 2 footers F-series on 2x hlg320 drivers... around 580W from wall

I'm happy with the results,
My last harvest was 760g under those lights. 2 plants- (ex mamas)
Buds were not as big like from HPS... but all were nice and almost the same size.
Hard as a rock, sticky like honey.
This run is going ok but I have some pest infestation... (fungus gnats and trips)...
These plants are 3 weeks before harvest...

on paper your design looks solid, 21 watts per board, 6 inches is maybe low, not allowing for spread but I assume the plants have grown up to the light, is the light dimmed at all. 3500k is a generic all spectrum grow but better suited to COB, I would suggest you get some higher red into this build, some 660 strips would help. Does he have a light meter to test the output at all?

Light should be fine.

Better off with a scrog.
Is he training the plants?
He didnt use too much nitrogen?
Too much will cut yields in half.
Could be a hundred reasons...
