It's 3 weeks now, still small. Is that normal???

Nah it does not need nutes, and should watch out for over watering until it makes its first strong leaves.
Your real fear is the point that it puts out hairs, if that happens too soon, you can be sure you will not yield much.
I would make a distinction between slow growth, and a slow start. From this distance I'm still not sure which one your facing. If it really is not growing it will become evident soon enough.

After a weekend, growing bigger. Looks like a little burned, I didn't water it during weekend and seems too dry.

I used some nutes yesterday. For roots, mixed 2 ml with 150ml water. Hope it can help.
