Can't power on my HLG 480 mockup

Hey, guys. I could use some help!

Been over a day and I cant turn on my build

I tried changing connectors, i tried cutting the wire and soldering, and nothing seems to get this HLG 480 C2100B on. I have 4 288.2s hooked up and the driver refuses to power on.

I had to cut the power cord up to seperate it into 3 parts, based on the thick plastic coating i had to tear off it was impossible not to get a couple threads with it. So each wire may be missing a couple threads. Not sure if this matters. Figured out the negative wire based on some writing on the cord. All wires were black except the green.

Is this a problem with my cord? It's 15 amps and 18 gauge, 120volts but universal. What am I doing wrong here?

How is the driver wired to the boards?

I hope you wired them in series. Datasheets match for connection in series.

In parallel everything would probably be dark (too low voltage for the driver, to high current requirement for the boards).
