Strips/QB/Puck - "Manufacturing"

Hello guys,
I live in brazil, and here the import taxes are huge.
i've been wondering if it is too complicated to manufacture(in this case to find a supplier to solder the leds on a pcb) some strips/qbs/pucks. In this case the idea is to import a reel of 301b, source the board and led assemblylocally.
I´ve found many suppliers that work with led/pcb soldering, but i have no clue of the ideal process of soldering(or reflow) the 301b/561c on a strip or board.
does anyone knows:
What tipe of pcb/board is the ideal to build my own strips?(thermal management, etc)
Whats the recomended process of soldering/reflux?
In case of using 250-300pcs of 301b/561c , how should the series/paralel strings be arranged on a "look a like" QB?
