I think most of them are just a led strip in a tube, so they would need to have some kind of driver in there. Efficiency would be calculated taking into account losses in the driver and diodes. And possible resistors if there are some.

Exactly that, just light strips. I have some 4’ tubes that I use for cloning and finishing undergrowth in flower.
Only putting out 35w on a kill a meter each but they work wonders on the clones, don’t know if they help the flowers but it makes me feel better with them there.
