The driver you need will depend on the board/configuration you decide on.
The HLG QB288s are 54v, as I recall, so that drive wouldn't work with those boards as it's a 24v driver. The Italian board I posted earlier is probably a different voltage/current yet again, so it really depends on what you want.

Since your on a budget, you should probably write led-driver combo prices down on paper to compare. Seems like that driver would work if any of your budget solutions are in that target voltage. Digikey has one 75w driver series at an old price, around 12e, their new price is over 30e. That driver goes one volt higher, to 25v. So it works with vestas if they are not driven at max. But finally if you choose modules that are at a different voltage, you can probably get an ELG series 240w driver for the same price as the HLG you mentioned.

I go for 2x312boards LM561C S6, I think I'll use this driver HLG-240H-C2100B do you confirm it is ok ? I fear it's little low as board range is 540-145w for each for 312 ship on bard, maybe should I take another to be able to run it at full power if i want to ?

What are the specs of those boards? Min/max current, for example, and what voltage?

If I well understand I need a "B" version to add a non integrated dimmer. Also the max for these board to run will be 240W in total from the wall so 2x120w I am right ?
