Hlg driver question regarding dimmer

As the title suggests I have a HLG-480H-48B but the dimmer I have is garbage and doesn't work with my timers. Anyway long story short until I sort out a potentiometer does the driver run at full power when it comes on directly not through the dimmer.

An alternative to those dumb resistance potentiometers is this gizmo from rapidled, which if I remember correctly contains a little bit of circuitry to act as a voltage-based controller, not by resistance.
