They look like the typical quantum board knock offs from China
They would grow ok, efficiency is pretty low due to the lower performance leds used. I can see that they claim LG UV is being used but LG don't make LED's anymore and haven't for a while, most of china is using a local made UV and still claiming they are LG but they arnt, performance is lower than what LG were. Cree XPE2 660nm are on the low side of 660nm performance wise. You would also need a heatsink. Those boards shouldn't be pushed harder than 60 watts with out a heatsink.
If you are in the USA I would suggest you buy the genuine HLG product. Its actually cheaper to buy from HLG and performance is much higher. The HLG Rspec boards are really good.

If you wanted something with a broad spectrum then the highlights from GLA are probably the best board I've seen. The highlights can run 120W without a heatsink and 200W with a heatsink.

Regarding 730nm its always good to have 730nm on a separate driver. Growlights Australia is stocking my Buddies, 2 strings of 730nm Buddies on an XLG 25 driver is perfect for a 4X4.
